Huh?

It's been a while, maybe this will help restart things...so...I found the certificate below while looking for fancy certificate borders, really, and it made me wonder, what the heck was the designer thinking with those little brow skid marks around the edge?

I get that these people are trying to do some thing honorable for soldiers, but who the heck did they hire, the guy that did The Little Mermaid, then did they refuse to pay him? Clueless...
